Jakarta, Pintu News – The Russian government, through the Ministry of Energy, has officially launched a national register for crypto mining equipment. The move is aimed at identifying cryptocurrency miners who evade tax payments and carry out illegal installations, including theft of electricity from the national grid. This effort is a strong signal that Russia wants to tighten supervision and bring order to the crypto mining industry, which has been growing rapidly but has not been fully legally regulated.
According to a report from state media RIA Novosti, this list has been sent to regions that show the highest crypto mining activity. Collaboration between the Ministry of Energy, the Federal Tax Service, and the Russian Ministry of Digital Development is the main foundation of this policy. Hopefully, this regulation will facilitate law enforcement and the application of tax rules to the crypto mining sector.

Back in June, Russian Finance Ministry official Ivan Chebeskov revealed that despite the existence of laws related to cryptocurrency mining, only about 30% of miners had registered with the Federal Tax Service by the end of 2024. This means that 70% of miners are still operating outside the legal framework and have not been touched by official regulations. The government also emphasized that it will continue to work to bring all crypto mining industry players into a legal and registered system.
Deputy Minister of Energy, Petr Konyushenko, said the national register is a step towards legalizing the industry while reducing illegal misuse of electricity. With this list, the government can accurately identify electricity users for mining needs, as well as apply special rules and taxes to this sector. The hope is that this step will reduce illegal mining practices that harm the country.

Since November last year, the Russian government has introduced legal definitions and registration requirements for crypto mining businesses. However, not all regions in Russia allow mining activities. Notably, there are 10 regions that prohibit crypto mining activities and individual and group mining until March 15, 2031. This ban was imposed to prevent disruption of electricity supply in these regions.
Violations of crypto mining rules in Russia can result in severe penalties. The Ministry of Digital Development is even working on new rules that increase fines for illegal crypto mining operations up to 2 million rubles or around Rp324 million (1 ruble ≈ Rp162.41). This fine is much higher than the previous sanction, which was only around 200,000 rubles (Rp32.48 million). The government is also working to increase surveillance by shutting down illegal mining sites found in various regions, including operations that hide mining equipment in trucks and steal electricity from villages.
Russian authorities have taken a crackdown on a number of illegal crypto mining operations since the beginning of 2025. In June, police managed to find and shut down a hidden mining farm in a garage in the city of Bataysk. Meanwhile, in mid-June, authorities also shut down a crypto mining operation that operated secretly in trucks and stole electricity from a village in the Pribaikalsky region. Such operations are often detrimental to society and the state as they cause waste and theft of resources.
With this new policy and national register, the Russian government hopes to regulate and bring order to the crypto mining industry, ensure its activities are lawful, and secure state revenue from legitimate crypto mining taxes. This marks a new chapter for cryptocurrency regulation in Russia, especially in the mining sector, which has been contentious.
Russia’s move to launch a national register for crypto mining rigs is an important strategy in enforcing rules and preventing illegal mining practices. Going forward, supervision and law enforcement will certainly become stricter, in line with the government’s efforts to legalize and maximize revenue from the cryptocurrency industry.
